The club has said it is "disappointed" with the decision and is considering an appeal.

The Premier League's Profitability and Sustainability Rules are designed to prevent clubs from spending more than they earn.

Clubs are allowed to exceed the permitted losses by a maximum of £35m over a three-year period.

Forest have been found to have exceeded this limit by £21m.

The club has said that it has taken steps to reduce its losses and is confident that it will be able to comply with the rules in the future.
